About ACSIG's Dental Program
Beginning in 1988, ACSIG expanded its program offerings to include dental coverage for agencies in Alameda County. In 1996, the program expanded statewide. In partnership with Alliant Insurance Services, Inc. and Preferred Benefits Insurance Administrators (PBIA), the EDGE coalition was established. The coalition is administered through ACSIG. The program is 100% self-funded through Delta Dental and Ameritas and offers participating agencies the flexibility to enroll on either a fixed rate or self-funded basis. To continue providing comprehensive dental coverage and expanded provider access, the ACSIG Board approved a Dental Program network expansion effective October 1, 2024, adding Ameritas as an additional carrier option alongside longtime dental partner Delta Dental.
ACSIG offers participating agencies three dental funding options:
- Fixed Rate - Participating agencies pay a fixed monthly premium per enrolled employee. Rates are developed through underwriting based on each agency's selected plan design and benefit offerings.
- Self-Insured Monthly - Participating agencies pay the actual cost of dental claims incurred, along with carrier administrative fees and ACSIG administrative fees. Claims and administrative fees are billed monthly in arrears, providing a transparent funding arrangement that reflects actual utilization.
- Self-Insured Weekly - Large self-funded agencies, such as participating JPAs, may fund claims on a weekly basis. Actual dental claims and carrier administrative fees are paid weekly, while ACSIG administrative fees are billed on the final weekly invoice of each month.
Program Governance
Dental program rates and administrative fees are reviewed annually and presented to the ACSIG Joint Powers Authority (JPA) Board for approval each May as part of the annual renewal process.
Program Overview
Currently, more than 250 public agencies and over 127,000 employees participate in the ACSIG Dental Program. The program provides participating agencies with significant flexibility in plan design, access to multiple provider networks, and represents approximately $154 million in annual program funding. ACSIG partners with Alliant Insurance Services, Inc. for underwriting, program administration, and strategic consulting, and with Preferred Benefit Insurance Administrators (PBIA) for eligibility and billing services.
